The Riigikogu continues to review the draft law on nuclear energy, which for the first time creates a comprehensive legal framework for the construction of nuclear power plants – from design to decommissioning and handling of radioactive waste.
As reported by Rus.ERR, residents living within a two-kilometer radius of the future station will be able to expect compensation: according to the Vice Chancellor of the Ministry of Climate, Antti Tooming, about one million euros a year will be allocated to the local municipality's budget, with approximately 10,000 euros per household.
The financial responsibility for the construction will lie with the developer – presumably amounting to 350 million euros, while state expenses will be 19 million. Elering's board chairman, Kalle Kilk, pointed to the growing need for controllable generating capacities: while previously a figure of 1500 megawatts was considered sufficient, by 2035 at least 2100 will be required, however, "the question of whether nuclear energy can compete with other energy sources remains open at this time and requires further assessment."
The executive director of the Union of Electric Industry Enterprises, Tõnis Vare, called for a neutral comparative analysis of electricity generation technologies, warning that without a competitive business environment, investments will go to neighboring countries.
