Experts from Poland's National Atomic Energy Agency (PAA) said that the site selected for Poland's first commercial nuclear power plant is suitable to begin construction.

In a statement, the PAA said that the specialists evaluated the preliminary site selection report, containing 700 pages, to ensure nuclear safety and radiological protection at the site located near the coastal towns of Lubiatowo and Kopalino in the northern Pomeranian Voivodeship.

The assessment included the geological, hydrological and meteorological conditions of the facility. The specialists also evaluated potential events caused by natural phenomena and human activity, as well as the feasibility of emergency procedures in case of a radiological emergency.

“The Lubiatowo-Kopalino site allows for ensuring nuclear safety and radiological protection, and there are no circumstances that would prevent the construction of a nuclear power plant there,” said the Philippine Atomic Energy Authority (PAA).

Obtaining the Polish Atomic Energy Authority's (PAA) conclusion on the preliminary site selection report is not mandatory, but the Polish state nuclear projects company Polskie Elektrownie Jądrowe (PEJ) said that it is “extremely important,” as the report will be one of the documents attached to the PAA's license application for carrying out preparatory works for the nuclear power plant.

“This will positively impact the project schedule and allow part of the construction work to be completed earlier,” PEJ said.

“The president of the National Atomic Energy Agency's conclusion on site selection marks another very important step in the process of building Poland's first nuclear power plant,” said Energy Minister Milos Motyka.

“The conclusion confirms that the site of the future power plant provides nuclear safety and radiological protection, and that there are no factors on the site hindering the construction and operation of a nuclear power plant.”

“Soon the largest project in the history of Poland's energy sector will be implemented. Nuclear energy will become one of the cornerstones of the energy transition and the strength of our economy.”

In March, PEJ submitted an application for a construction permit for Poland's first nuclear power plant, which, according to the company, became one of the most important milestones in the project's realization.

Construction of the first of the three Westinghouse AP1000 reactor blocks is expected to begin in the fourth quarter of 2028, starting with the pouring of the first nuclear concrete. The commissioning of the first block is planned for 2036, the second in 2037, and the third in 2038.

PEJ secured government financing of 60 billion zlotys (14.1 billion euros, 16.1 billion U.S. dollars) and obtained the European Commission's approval for its financing model. It was previously reported that the total project cost is about 45–47 billion euros, with PEJ counting on 30% state capital and 70% debt financing. For the operational phase of the project, a contract-for-difference financing scheme has been approved.

Local media reports that a contract for design, procurement and construction between PEJ and the Westinghouse-Bechtel consortium is expected around mid-2026.

Poland aims to use nuclear energy to reduce dependence on coal and other fossil fuels and to strengthen energy security amid growing geopolitical pressure. The project envisions the involvement of local industrial companies and support for the country’s construction and heavy sectors.
