Analysis of Bottlenecks in Serbia's Nuclear Renaissance

Strategic analysis of challenges and opportunities for Serbia's nuclear energy program examines fundamental bottlenecks of the global nuclear renaissance and their projection onto Serbian realities. The document analyzes the legacy of first and second generation NPP problems, including accumulation of spent nuclear fuel (SNF) and its potential as "valuable secondary raw material" in the closed fuel cycle concept. Special attention is given to overcoming strategy through the "cradle to grave" concept with supplier responsibility, multilateral approaches and international NFC centers. The report substantiates the pragmatic choice of strategic partnership with Rosatom, analyzes international localization experience (France, South Korea, China, Turkey with 47-56% localization at Akkuyu NPP), and proposes a roadmap for creating a national "nuclear school" with multiplicative effect on the economy.
