Comprehensive Analysis: Serbia's Nuclear Energy MoU and National Scientific-Technical Capacity Building

Comprehensive analysis of the Memorandum of Understanding on nuclear energy development in Serbia, signed in July 2024, and mechanisms for building national scientific-technical capacity. The document examines the MoU architecture that united five ministries and 20 academic faculties, scientific institutes and energy companies (including Vinča Institute, SRBATOM, faculties of physics, electrical engineering, mechanical engineering, EPS and EMS). The strategic imperative for investment in personnel is analyzed in the context of 1200 MW SMR capacity targets, the role of academia in nuclear cycle revival, and internationalization of scientific-technical potential. Institutional frameworks for creating a Specialized Coordination Body (NEPIO analog), the role of EDF/Egis Preliminary Technical Study, and structure as a focus of power are examined. The document concludes with analysis of implementation challenges and comprehensive recommendations for strengthening national capacity.
