HUMAN RESOURCES FRAMEWORK OF NUCLEAR CONSTRUCTION: ORGANIZATIONAL MODEL, QUALIFICATION STRUCTURE, AND TRAINING SYSTEM FOR THE PERSONNEL OF A CONSTRUCTION AND INSTALLATION ORGANIZATION
This analytical report is a direct development and elaboration of the fundamental macroeconomic study "CONSILIO: Global Atomic Renaissance (2026–2040): Window of Opportunity, Resource Constraints and Macroeconomic Risks".
In the previous work, we conducted a global market analysis and demonstrated that the main challenge to implementing the declared global capacities would be a severe shortage of qualified human resources. We defined the scale of the task, based on data from contemporary projects (VVER-1200, EPR, AP1000, Hualong One), that for peak construction of a typical two-unit, large-capacity NPP (total 2,400 MW) requires mobilization of 1,700–3,400 engineering and technical personnel (ETP) and 6,800–13,600 qualified workers.
If the previous work answered the question "How many resources are needed globally?", the aim of this report is to answer the questions: "How are these resources structured? How are they organized into an efficient construction machine for a megaproject? What is the anatomy of a modern construction- and installation organization capable of implementing such a project while meeting nuclear safety requirements?".
