This document contains a detailed description of the mechanism of the Independent Design Verification Program (IDVP), first applied by the Nuclear Regulatory Commission (NRC) in the United States. The IDVP is a key institutional tool aimed at neutralizing two main risks that lead to schedule delays and cost overruns in nuclear construction: the immaturity of the Working Documentation (WD) and Organizational Conflict of Interest (OCI), which arises when deadlines are placed above the quality of engineering solutions.1
