NPP Siting in Serbia: Research Study
Analytical study of strategic assessment for site selection for deploying 1200 MW capacity based on small modular reactors (SMR) in Serbia. The document analyzes the regulatory framework within the current IAEA Phase 1 status and prospects for transition to Phase 2, SRBATOM requirements for site assessment in seismology, hydrology and meteorology. The key focus of the study is the "Coal-to-Nuclear" concept for repurposing coal power plants with potential capital cost reduction up to 35%. Sites at Kostolac (proximity to Danube) and Obrenovac (proximity to Sava and Belgrade) are examined in detail with analysis of strengths and weaknesses of each. The document includes comparative analysis of partner proposals (EDF/Egis, Rosatom, KHNP) with geopolitical risk assessment and recommendations for accelerating the program through optimization of existing infrastructure use.
