On the Strategy for Revival of Serbia's Nuclear Industry and Human Resource Development
This expert-analytical report examines the strategy for reviving Serbia's nuclear industry amid projected fourfold growth in energy consumption by 2050. The document analyzes the historical legacy of the SFRY nuclear industry in Serbia, including the Vinča Institute of Nuclear Sciences with its research reactors RA and RB (shut down in 1984), and the operation to remove highly enriched uranium in 2010-2011. Special attention is given to the "Vinča Paradox" — the enormous personnel gap after 40 years without active specialist training. The report examines the geopolitical context of Serbia's multi-vector strategy, analyzes industry association models (BAAI, ASCAO) and provides recommendations for creating a national industry platform and personnel training system for the nuclear sector.
