Phased Work List Defined in IAEA Document NG-G-3.1
This practical guide presents a detailed work list for three phases of nuclear infrastructure development according to IAEA document NG-G-3.1. Phase 1 (to Milestone 1 — readiness to make informed commitment) includes work on forming national position, assessing nuclear energy role in energy balance, developing understanding of legislative and regulatory framework, identifying personnel needs, financing strategies, stakeholder relations, site surveys and safety requirements. Phase 2 (to Milestone 2 — readiness to invite bids) covers preparatory work for construction after political decision. Phase 3 (to Milestone 3 — readiness for operation) describes activities for implementing the first NPP. The main implementer at the initial stage is the Nuclear Energy Programme Implementing Organization (NEPIO).
