The digital platform NuclearSerbia serves as a fundamental tool for consolidating national nuclear consensus and cross-border engineering consulting.
In the last two weeks, important works have been published on the platform NuclearSerbia : "Strategy for the Development of the Legal and Regulatory Framework of the Republic of Serbia for Joining the Global Nuclear Club: Comprehensive Analysis and Roadmap," "Strategic, Legal, and Commercial Structuring of Contracts for the Construction of NPPs in the Context of the Nuclear Program of the Republic of Serbia," "Concept for Creating a Multi-Level Specialized Scientific and Educational Direction 'Nuclear Engineering' Based at the University of Belgrade" and many others.
Today, we are publishing a work dedicated to the financial and organizational models of international NPP projects. This work represents a comprehensive study of the architecture of Financial and Organizational Models (FOM) for NPP construction in the global market. The document examines in detail the mechanisms of contracting, distribution of macroeconomic risks, and strategies for managing capital expenditures. Particular focus is placed on the practical adaptation of advanced international experience for the Republic of Serbia, including the analysis of the critical role of independent expert-analytical infrastructure — in particular, the digital platform NuclearSerbia — as a fundamental tool for consolidating national nuclear consensus and cross-border engineering consulting.
The historic lifting of the 35-year moratorium on NPP construction has posed an unprecedented challenge for the Republic of Serbia to create a complex, science-intensive industry from scratch. In these transitional conditions, the digital expert platform NuclearSerbia has de facto taken on the functions of a "digital NEPIO" (Nuclear Energy Programme Implementing Organization) — a prototype of a specialized government office to coordinate and implement the nuclear program.
Thanks to the integration of unique trilingual analytics (in Serbian, English, and Russian) and professional engineering consultations, the platform forms a reliable intellectual foundation. This interdisciplinary basis allows the state to expedite, yet as safely as possible, the 19 mandatory infrastructure milestones established by the strict methodology of the IAEA for newcomer countries. Essentially, the platform has become a key tool for technical expertise, adapting global safety standards to the specifics of the local market even before the final investment decision (FID) is made.
A detailed analysis of the role of NuclearSerbia in solving applied tasks of the Serbian nuclear program shows that it operates not just as a politically neutral information bridge in the heart of Europe. The platform serves as a real prototype of the national Technical Support Organization (TSO). In particular, it provides decision-makers with critically important analytics on managing so-called "Owner's Costs" — hidden expenses under IAEA Account 70, which constitute 15–30% of the project budget and extend beyond the basic contract with the vendor.
A deep understanding of the project's financial mathematics and reliance on its own intellectual base allow Serbia to avoid the dangerous "price trap" and technological default. It is this competence infrastructure that enables the state to maintain uncompromising expert sovereignty and confidently maneuver in the context of complex multidirectional negotiations with leading global technology vendors, ensuring the successful launch of the national atomic program.
