Analysis of stakeholders in the nuclear energy development program in accordance with IAEA documents. Roles and responsibilities.

Designing and implementing a national nuclear energy program (NPP) is a complex and long-term task that requires coordinated efforts from a wide range of governmental, regulatory, and private entities. The International Atomic Energy Agency (IAEA) has developed a methodology called "Phases" (Phased Approach), outlined in the publication IAEA Nuclear Energy Series No. NG-G-3.1 (Rev. 1), Phases in the Development of National Infrastructure for Nuclear Energy.1 This methodology provides a structured framework to ensure that member states develop the necessary national infrastructure in phases.

Traditionally, three main organizational entities are involved in the development of a nuclear energy program, whose specific roles and levels of responsibility dynamically change as the project progresses 6:

  1. 1.     Government (State).

  2. 2.     Owner/Operator (Owner/Operator).

  3. 3.     Regulatory Body (Regulatory Body).
