CONCEPT OF PERSONNEL PLACEMENT ORGANIZATION IN MULTICULTURAL AND MULTI-NORMATIVE SPACES OF NUCLEAR ENERGY FACILITIES
This informational and analytical material is dedicated to the development of conceptual approaches and guiding principles for the organization of Temporary Worker Accommodation Facilities (CWAF), or temporary living towns, during the construction of Nuclear Energy Facilities (NEF) by the State Corporation "Rosatom". The relevance of this work is determined by the large-scale plans of the State Corporation for the construction of nuclear power plants both in the Russian Federation and abroad, which inevitably involves the mobilization of significant human resources and the need to create adequate living and household conditions for them.
The central goal of developing these principles is to assist in finding optimal solutions for organizing temporary infrastructure for personnel, which is an integral part of the overall task of optimizing the entire construction production. Such solutions should meet the main provisions and functional requirements of the nuclear industry development program, ensure the most rational use of investment costs, contribute to reducing construction timelines, and facilitate the adoption of the best technological and engineering solutions at the preparatory stage of constructing nuclear power plants.
Particular attention in this document is given to two key aspects:
- Working in a multi-normative space: The need to comply with and harmonize the requirements of both Russian legislation and the standards of the State Corporation "Rosatom", as well as the national norms of the countries hosting the NEF, along with international standards and best practices (ILO, IFC, EBRD, WHO).
- Creating conditions for a multinational and multicultural team: Nuclear power plant construction projects often attract personnel from various countries and regions, requiring a special approach to the planning and management of CWAF, taking into account the cultural, religious, linguistic, and everyday characteristics of workers to ensure their well-being, prevent conflicts, and maintain high labor productivity.
This document is intended to serve as a guide for all participants in the process of planning, designing, constructing, and operating CWAF, offering a systematic approach to addressing the entire range of issues related to organizing personnel accommodation at all stages of the life cycle of the NEF construction project. The proposed solutions are based on the experience outlined in the previously developed "Concept for the Organization of a Construction Production Base for Nuclear Power Plant Construction" (adapted by NCO EFIS), with an in-depth examination of aspects directly related to living and socio-cultural infrastructure for personnel. Thus, this Concept aims not only to summarize the existing experience and propose advanced solutions but also to serve as an impetus and prototype for the development of a unified industry regulatory document (or organization standard) for creating and managing Temporary Worker Accommodation Facilities on the projects of constructing NEF by the State Corporation "Rosatom".
