ENGINEERING CONSULTING SERVICES FOR THE MANAGEMENT OF A TEMPORARY RESIDENTIAL CAMP
This Guide is a comprehensive document that defines the scope, content, and procedures for the services of the Engineer-Consultant for the Temporary Residential Town (ERT TR). The document is intended for Clients and/or Project Owners involved in the creation and operation of TR, as well as for organizations providing relevant engineering consulting services.
The Guide details the role of the Engineer-Consultant for TR as an independent technical advisor and representative of the interests of the Client and/or Owner at all stages of the TR life cycle. It describes its main functions and responsibilities, including quality control, compliance with project decisions, deadlines, and construction budgets, taking into account the specifics of fast-erected and temporary structures, as well as the variety of different-purpose facilities that make up the TR (residential, administrative, sanitary, medical, economic, infrastructure).
Particular attention is given to defining the period of service provision by the Engineer-Consultant for TR, starting from conceptual planning and ending with support at the initial stage of operation or even dismantling, as well as discussing general principles and possible payment models for such services.
Consulting services provided by the Engineer-Consultant for TR at key stages are listed in detail:
- Conceptual planning and pre-project development.
- Organization of procurement and selection of contractors.
- Construction phase, including control of comprehensive facility equipping with equipment and furniture, as well as mechanisms for managing discrepancies in supplies and works involving design organizations.
