The Sociology of Serbia's Nuclear Revival: Society, Institutions, Governance. Part 3. The Integrated Governance Architecture of the Republic of Serbia's Nuclear Program: The Role of the NuclearSerbia Expert Platform in Overcoming Social and Bureaucratic Barriers.

Part 3 (Architecture of Interactions) “Integrated Architecture of the Management of Serbia's Nuclear Programme: the role of the expert platform NuclearSerbia in overcoming social and bureaucratic barriers” proposes concrete solutions, justifying the role of the NuclearSerbia platform and the consulting structures NUCON and CONSILIO B as an independent integrator and prototype of a Technical Support Organization (TSO), capable of providing expert oversight at every stage of the nuclear program's implementation.
Main theses:
•    To overcome Serbia's systemic crises, an objective structure performing the functions of a Technical Support Organization (TSO) is objectively necessary. The prototype of such an independent analytical and engineering center is the NuclearSerbia platform and the curating companies NUCON and CONSILIO B.
•    A critical condition for preserving Serbia's technological and financial sovereignty is preventive budgeting of "Owner's Costs," including budgeting works aimed at public recognition of the nuclear renaissance, mitigating hidden social and public threats of this program and achieving public consent. Ignoring these hidden infrastructural and intellectual costs, constituting 15–30% of the total project cost, inevitably leads to falling into a "price trap" and losing control over national security in favor of foreign corporations.
•    The solution to multi-layered tasks is provided by a unique symbiosis: strict engineering control and verification of construction quality (the hard power of NUCON) are combined with strategies for managing public perception and the “Demystification Strategy” (soft power of CONSILIO B).
